Tidal Transfer The U.S. Army Corps of Engineers wants to split ownership of the Oakland Inner Harbor Tidal Canal between Alameda and Oakland and is angling to transfer three parcels at no cost to Alameda. In return, Alameda would assume responsibility for its share and associated undetermined costs, which could be offset by later sale or leases.
